No, it's being released every week, just two weeks after the Japanese broadcast.

So Kuroko is going to be perpetually running two weeks behind? That kind of sucks if I'm reading that right. Especially since Daisuke is airing it on time.

It's most likely because Daisuki's airing it that CR has to do a delaycast.

Daisuki also simulcast seasons 1 & 2 of Kuroko's Basketball, and CR was able to do them without a delay. I suspect the delay here may solely be because Production I.G. places all their shows on Daisuki and they may have wanted to give them a series with exclusive premieres. All other I.G. series on Daisuki have been simulcast same day on CR and Daisuki, including seasons 1 & 2 of Kuroko's Basketball. It has to be I.G.'s decision for the delay though.

Note that Production IC is the animation studio and is on the production committee, but AnimeNewsNetwork lists the Production Committee as Bandai Visual, Banpresto, Lantis, NAS, Nippon BS Broadcasting Co., Production IG and Shueisha.

In the reorganization of Daisuki, Bandai Namco, ADK and Aniplex took over as major owners, and Toei, Sunrise, TMS Entertainment, NAS and Dentsu Inc. remain as shareholders.

Production IG being listed as the publisher seems to indicate that they are the ones who hand the materials over to Crunchyroll, but it could well have been Bandai's decision, as part of their thinking in taking over as one of the three main owners of Daisuki ... and Daisuki shareholder NAS is also on the production committee, so they might have supported Bandai's strategy, including a two-week exclusive period rather than the one week exclusive that Crunchyroll seems to have settled on asking for.

The Japanese being loathe to break standing relationships, plus the multiple Shueishi properties that Crunchyroll pays royalties for, could well account for why Crunchyroll was able to get a shared license granting rights after the two-week exclusive period on each expires.

That is incorrect. Daisuki didn't have the first two series until earlier this month. They were added as catalog titles.

In case anyone needs additional verification of this fact:
http://www.animenewsnetwork.com/news/2015-01-08/daisuki-to-stream-3rd-kuroko-basketball-season/.83072

Streaming of the first two seasons with English subtitles will begin at 11:00 a.m. on January 13 Japan Standard Time (9:00 p.m. on January 12 EST). Daisuki.net will add 10 episodes to its streaming every week.

At this moment, they have only 10 episodes of the first series posted, and none thus far of the second.

I have been on Daisuki before they gained Kuroko's Basketball 3 (Prince of Tennis: The National Tournament to be specific), and while I could be mistaken I really seem to remember the first two seasons being there. What likely happened is when ownership changed they removed it. When they announced that Kuroko's Basketball 3 would be simulcast there, they decided to re-add the first two seasons, but they decided to do it as ANN said, with 10 episodes a week.

This is a list of the titles Daisuki has had that have been removed since they changed ownership groups.
Aikatsu!
Bakemongatari
Dragonball Z
Lupin III: Part 2
M3 the dark metal
Gundam SEED
Gundam UC
Gundam ZZ
Zeta Gundam
Nisemonogatari
One Piece
Puella Magi Madoka Magica
Sword Art Online

Daisuki has done simultaneous simulcasts with the following series:
Aldnoah.Zero (w/ Crunchyroll)
Buddy Complex (w/ FUNi)
Sword Art Online II (w/ Crunchyroll)

So again I'll say what I said before. This has to be a decision of the ownership group. Yes, I was mistaken when I said Production I.G. It is NAS (Nihon Ad Systems) that has placed the simulcast on Daisuki. However there is no reason that they couldn't have let CR simulcast it, especially considering that CR is simulcasting Aldnoah Zero at the same time right now and they did simulcast Sword Art Online II at the same time.

Well, GTO is definitely a great addition. Nice work! :)

I'll probably try it out as soon as I got some more free time.

I've also been on Daisuki numerous times through their history, and don't recall ever seeing Kuroko's there until this month.

If it had been, there would also be a history of it on the internet, such as in the news articles at ANN. Sites like FansubDB also do a good job of tracking who is simulcasting what, and they show only Crunchyroll for the simulcast of the first series (spring 2012) and the second (fall 2013).

There is also the fact that I maintained the list that leads of the Spring 2012 anime forum topic, so I was keeping close tabs on all simulcasts that season. Frankly, Daisuki couldn't have simulcast the first series, as they didn't exist then.

The Fall 2013 anime topic was handled by pistolsaf, but he structured the list in a similar manner. Daisuki was at least in existence by then, but you'll note they had only two simulcasts (both Aniplex titles).

The company that likely had the say on where Kuroko's was available is ADK. They are one of the companies that formed the Anime Consortium that now controls Daisuki, and even before the third series, CR listed them as the publisher for the series.

FYI, Nihon Ad Systems is a wholly owned subsidiary of Asatsu-DK (ADK), so we are both essentially saying the same thing on that point.
