Long overdue, we are falling way behind compared to other countries. Also the article says more than quintuple, which is more than 5 times.

Unfortunately, my internet speed actually did double, but in return I got hit with a data cap and if I get within 75% of reaching it cuts my speed by 50% and if I hit it, my speed goes back to 100% but I get charged double my bill. I really want Google Fiber to come to my city. The internet companies now are terrible.

Its the lack of competition. Here there is just one internet provider. In Yuma, it was just two.

lack of regulations and monopolies have stifled growth and progress.did you know that is illegal in about 20 u.s states for independent companies to start their own isp's?

I didn't know that, well then... that explains why the us have such a shitty internet. The problem in my country is the exact opposete of the us, we have too many ISP's so you never know who is good and who isn't and you have to do tons and tons of research before you make a contract with one.

How are you connected? Are you tethering from your phone? If not then you may have wrong settings on your modem/router.

My current speed.

That is similar to mine depending on the time of day:

For me I pay for 75/75 for a total of $125.99 (not sure what you plan costs but if we did a how much we pay for every Mb/s download we pay for you may win there) for the plan it self (which includes TV and phone) though when you take into account the tax's and other things it goes up to $200+.

Add to that that my download speed drops to about 10Mb/s at around 5PM EST and that my upload speed stays about were it is I have not had any serious issues other then that annoying drop in download speed which can just be blamed on everyone in my area get home at around 5PM.

i'd rather have your problem because with due diligence you can get a good deal but here in america people are stuck with big monopolies co. just like att, comcast, verizon, time warner and a few other ones.keep in mind that availability is regional. meaning that for example you can have comcast and/or just att in one state but not have the others...etc etc
really a shitty situation for consumers here due to corruption and greed

No trust me, you wouldn't!! This isn't a problem if you get one of the bigger ISP's, but if you get one of the smaller once then they might not have cables in the ground yet when you sign your contract with them. This means that if you're unlucky then it might take up to half a year before they get you access to the internet due to them not building out their cables in that area.
