Probably. If I do a white-balance correction it changes from white/gold to more of a blue/black and looks less overexposed. Maybe some people's photo viewing apps are doing that automatically, or their screens are just weird.

What I don't get is how, supposedly, they couldn't even agree on the colors when looking at the actual dress instead of a picture. Maybe it's dark gold and bluish off-white.

ink levels (red/green/blue)
"white/blue" region:
119/136/180
128/144/177
since white is defined as 255/255/255, the region is definitely not white
however, it doesn't seem like blue, either.
the sequence is significantly different from the standard blue color as in

the sequence seems somewhat close to that of cadetblue (95/158/160), which is a shade of cyan color

"gold/black" region:
108/92/76
117/106/88
94/82/69

it's not black, but it doesn't seem like gold, either

since the red, green, blue levels are somewhat similar, it seems like a grey-ish color... "dark grey"

TL;DR: neither. seems like a shade of cyan, and a shade of grey

Oh I had no idea this was a thing, I saw the two different colored dresses. I just thought they were 2 different colored dresses the person took a pictures of and people were posting ones they liked.
I am still kind of confused, but I have seen Black and Blue and White and Gold.
