I play. I can do three star songs, and a little of four star songs. I don't use any of the mods. And i play with a mouse, if you are playing with a mouse don't worry you will get better at it. I heard it's easier to play with a tablet (i.e pen). Anyways first off, practice, practice and practice. Of course, someone had to say it. Also try and look for a skin that fits your preferences. I personally don't like the osu default skin.

Oh and this is important. Don't click at all. Use the keyboard to hit the circles and do the holds. Basically use your left hand for the keyboard and your right hand for the mouse/tablet. (Unless you are left handed)

I play osu quite a bit actually.
At first, I played using the mouse exclusively (I clicked the mouse buttons instead of the usual keyboard) and could do most 5-star beatmaps in a few tries, if not, right away.
Then about a month ago I got a drawing tablet. Since then I've been 're-learning' how to play the game (I'm not using anything that I used to play with). Now, I'm definitely not as good; I can do most 4-star songs easily, but 5-star songs push it. It really is frustrating to not be able to do songs that I found easy before.

As for getting better, the main point is practice practice practice. It's probably best to play a variety of beatmaps, really practicing the songs you like most. By variety, I mean beatmaps that have things like streams (fast tapping while moving slowly), fast movements, and strange patterns. There are a few patterns that you may see a little bit, so you'll naturally get better that those.
I don't know if it helps at getting better, but try doing the maps you find really hard on relax mode (no tapping). I think it can be really fun.
Lastly, make sure you are completely comfortable when you play. I mean: Settings, graphics and your skin (as the above poster said, find a skin that you like). Also your physical setup is important (for example, I have to move my keyboard farther away from me when I play and I tilt my tablet more than usual). In my opinion, being comfortable when you play is really important.

Play some for fun, think I'm fairly average at it, but I started with Osu! Tatakae! Ouendan! on the DS, and it's a lot harder for me to play with a mouse than the DS touchscreen.

Osu! That game is great!! I can play 2 stars, 3 or 4 stars sometimes but its just soo addicting. In terms a getting better just play to have fun and the only person you have to impress is yourself. Also if you dance to beat in your seat you'll do better
