The PSP remake of Tactics Ogre, no doubt about it.

Not as difficult as the SNES / PS1 original, but still hard enough to give the average gamer pause.

Splinter Cell & Splinter Cell Chaos Theory on the original XBOX were amazing and difficult stealth games, with a great strategic element.

The old Koei historical conquest titles:
- The Ambition of Oda Nobunaga,
- Romance of the Three Kingdoms,
- Genghis Khan,
- Bandit Kings of Ancient China (which is still probably the hardest game I've ever played)

The only game since that I've played that comes close is the Civ series

Probably Tekken Tag or Tekken 5, along with Capcom VS SNK 2.

People use the word "strategy" to talk about a variety of things, but in games it usually means a game that requires a significant amount of planning and forethought. Many RPGs have some element of this: for instance, you often need to think through how to allocate stat points at the beginning of a game in order to have an optimal build by the end, or which party members you want to focus on leveling up. Although, in that respect, some RPGs are more strategic than others. Other strategic games might require you to think through where to build bases or cities, which technologies to level up, how to allocate resources, etc. RTSs (like warcraft 3), 4x games (like Civ), and board game simulators are other common strategic games.

Fighting games don't tend to require much strategic thinking--there success is usually based more on reaction time, precision, and the tactical ability to respond to and counter your opponent's moves.

My most elaborate strategies were used against other players in Advance Wars 2 so I guess I would reluctantly pick that over a certain other game where Scout rushing is way too OP.

I turn almost every game I play into a strategy game, there is almost always a way to get the win even if you have a team full of people who haven't mastered the mechanics vs a bunch of vets. Whether or not they follow the plan or not though.... it's a massive headache when they don't.
