Can't remember their names but babidi's henchmen who attacked video/gohan at the tournament for energy to revive buu in dbz. They only serve to bring the z warriors to the threat of Buu.

Then there's wonderwiess from bleach. His sole purpose was so that Aizen could gain the apprehend against the head soul reaper. He also brought in reinforcements to the fake town, when the espadas were being fought on equal terms. He single handedly took down a captain, aided the espadas in regaining their respective fights & defeat the head captain even when he was killed.

To DBZA: Lets not understate things now, literally every char in DBZ is a plot device, for a horribly told story(with such a simple story to begin with, It's hard to imagine the story being told any worse then it was in DBZ).

Literally every enemy/new char introduced in DBZ was nothing but complete plot devices. The general characters would just stand around doing a whole lot of nothing, until some wannabe villain showed up whinning about one of the MCs or their lack of power(WTF ever happened to collecting the Dragon Balls, should the characters really be standing around doing nothing lmao, until some random chump picks a fight)

The original DB was a POS as well with a lot of the same issues, but damn, atleast that one tried to tell an actual story(and being such a old adventure anime, is a hell of a lot more forgiveable then DBZ which came out much later, yet is somehow infinitely worse then DB)

That's awfully disrespectful to the Dragonball franchise man, but whatever..it is your opinion after all.

You have to make a distinction between characters that are in character driven anime and characters that are tools in an anime that has a stronger story line. The reason for this is that some characters for example, Kaori from "Your Lie in April" could be considered a plot device, yet that was the main point of the anime its self, boy meets girl and girl changes boy's fate. While Kaori is certainly a plot device in that she sparks the entire plot of "Your Lie in April", she also had more depth and was a true main character as well.

there's also Yona from "Akatsuki no Yona", you could easily make a case that she is a plot device for the anime, as vessel to tell the story of the dragons and their 2nd coming to the kingdom, yet she also clearly is a true character in that anime because she grows and changes through out the story and takes part in all of the different plot points in the story (she is the main character after all).

There are examples of stories where they introduce a character only to have them fade out randomly when their "job" is finished. A show with a ton of these is like Sword Art Online. Kirito's harem of girls in specific are all plot devices except for maybe Asuna because she gets more screen time and has multiple focus points through out both seasons. The blacksmith girl was there in the show for basically one episode and that is it, the girl with the lizard pet was also basically there for one episode and that is it. Even though both are present in other episodes as the show continues they don't really take part in the plot again after their turn has come and gone.

Kirito him self could be considered a plot device as well, because he is a self fulfillment character. His character pulls off impossible stuff to entertain the audience and drive the plot forward. He is OP as hell and has plot armor because he is a main character but being a main character makes him no less of a plot device.
