It happens. I once had 50+ people in my apartment's parking lot all night. Was a massive party that just sort of happened on it's own. In that case I just went downstairs and joined the party :)

If you can't stand the noise just bang really loud on the wall/floor/ceiling a few times. Considerate people will get the message. You could also knock on their door and ask them nicely to turn it down. Most people respond well to politeness. I would never call the cops unless someone's life was in danger, but I guess it's an option if you don't mind being a dirty narc.

Things are handled differently where I am. You can call out the team and keep a diary. This builds up a picture. The offender is issued an ASBO (Anti-Social Behaviour Order), failure to comply with the ASBO results in a prison sentence without having a trial by jury.

Happened a couple times before. Mostly during holidays or random parties/birthdays I'm guessing. It's not a normal thing though so I guess it's like a few times a year thing.

But the thing is, my room is the darkest and most "soundproof" room so I can barely hear anything on the outside, as in through the walls.

Well I can hear my neighbor's alarm clock living above me in the apartment complex. I wonder just how loud the tv here seems to them. They sure don't care that I can also hear their domestic arguments.

If you really have no recourse I'd take extreme measures of course the
kind that are frowned apon so nothing specific here. Glad all the people
who live around me are nice and only rarely play music loud. Even
though they can't understand a word I say. Helps that all their kids can
speak spanish and english. If they did bother me I have enough watts
in my system to let them know I'm not happy. btw I never do sound offs
around the house. They know I have a large system so they would know
what I meant if I cranked it up. Out of all the others though they been
pretty nice people.

I've lived in a duplex with paper thin walls, and I currently live in a house that likes to make noise. I'm not bothered too much by noise, but when you can hear stupid people having stupid conversations in a room adjacent to yours, it makes it harder to sleep.

I once heard a girl tell a bunch of people that weren't listening that she was thinking about throwing up so she could drink more. No, she didn't feel like throwing up, but she just wanted to throw up on purpose because she was full. No, seriously, five minutes later she's still talking about it like she knew I was the only one who could hear her.

Worse than the two times a bat flew into my room, I can forgive a stupid bat.

Still, a phone call to the police? I have some great stories about police showing up and nobody getting in trouble and nothing changing.

As weird as it sounds, shooting range-style noise-reducing earphones are pretty cheap these days and work wonders.You can hear normal level voices but most music is either muffled or muted out. I got mine on Amazon. They're 3M Optime 105 noise-reducing headphones/earphones.

Personally I complain to the management of the apartment or I call the cops.
One of my neighbors took it upon himself to do something about one of my other neighbor's loud stereo at about 4;30 AM.... He shot the guy who's stereo was too loud and is in prison.... http://www.columbian.com/news/2013/mar/26/man-pleads-guilty-to-killing-neighbor/

I heard the shot and I got on TV.... I would not recommend this experience to anyone.
Call the cops people.
