Oooh, i just looked it up, you had to press a cherry blossom next to someones name on any forum post, a message would come up in a banner saying "I hope senpai notices me...", if that person "notices you", you should of gotten an item or a badge that says "Senpai noticed me <3", basically senpai had to notice you to get the item

I did, I got the message in my inbox twice and everything.

I know it was part of an April Fools thing that was going on. Maybe because the event ended you didn't get the badge I don't know.

Here's how it worked:

Someone clicked the cherry blossom on another's profile info displayed on a forum post: This generated a "*blush* Please notice me Senpai" PM in their inbox.

In that message was a "Notice Me Senpai" link. If they clicked it, one of two basic things would happen:

1) If the person who had clicked the cherry blossom was still online on CR (and had not been inactive for more than 15 minutes during the time since they clicked it), they would get an automatically generated PM saying "Senpai Noticed You" and the badge on their profile.

2) If the person who clicked the cherry blossom was no longer active on CR or there had been a time of 15 minutes or more since they clicked it when they were inactive, then for the person who received the request a "Senpai is gone" message would show up in a little banner near the top of the screen, and the person who asked to be noticed would not get a message or a badge.

If you received a PM that said "Senpai noticed you!" and didn't get a badge, then that seems like a bug.

If you didn't receive any PMs that said "Senpai noticed you!" then it probably means that the person you "asked" to notice you wasn't able to click the link in the message they received in the appropriate time frame of activity.

I received a lot of "Notice me Senpai" PMs. When I clicked the link in most of them I saw the "Senpai is gone" message; it was probably only a third of all the ones I received/clicked on the link for that resulted in sending the "Senpai noticed you" message.

That looks to me like you noticed them, and they manually replied, basically as a thank you, saying they noticed you as well. That kind of a reply is just a regular PM and wouldn't automatically generate the badge. They would have gotten the badge from you noticing them when you clicked the link in the Notice Me Senpai message, but unless you had also clicked their cherry blossom and they then clicked the "Notice Me" link in the automatic message, you would not have received the badge.

Here's an example of what the "Senpai noticed you" subject line and message preview would have looked like in your inbox and which would have resulted in a badge (just one badge per person though, no matter how many senpais noticed you). Another user's reply to one of these messages would not have resulted in a badge.
