I'd personally buy all 4 seasons of Teekyuu (when they've come out) for about £30. The show's worth it in my opinion - even if it is short.

But who would put out the pre-orders?

To make the research through pre-ordering make sense the company would have had to invite orders before they spent money on the license. However, if they then fail to acquire the license they will have to cancel all the pre-orders and perhaps face legal action for falsely representing the production company. A bit of a risky gamble when there are more profitable ventures available.

If instead they take pre-orders after paying for the license then they have already gambled that they will be able to recoup their costs.

Yes they should. As a complete boxset of course. And for a cheaper price than most boxsets since there's a shorter runtime. There is The Melancholy of Haruhi-chan Suzumiya on dvd which are little shorts. And Hetalia are only short episodes. Who knows? Miss Monochrome soon to be on dvd? I hope so.
