You don't put water on the toothbrush until you've finished using it.

I think she was bullshitting me but as a kid a dentist came to my school. She told us that putting toothpaste on after rinsing the brush made the bristles weaker and therefor we shouldn't do that. She also told us that washing the toothpaste diluted the fluoride in the toothpaste and was therefor inadvisable.

Wetting the bristles probably does make them less abrasive, but that's a good thing. Brushing too hard or with bristles that are too stiff can damage the enamel on the teeth, over time doing more harm than good.

Who the hell puts toothpaste on a dry toothbrush? That's like eating toast without the butter or washing your hands with soap and no water.

Toothpaste first, then water. looks like im the minority here

but now i see why water first would be technically better. to wash out any possible leftover toothpaste/other stuff and whatnot.
