Not if you want everything to keep the scale it has. Seriously did no one watch Shirobako? They explained this kind of stuff. At one point the director at the studio in Shirobako wanted to do an epic chase scene with hundreds of horses in it, but they had to scale it back to only a few dozen at the best because they couldn't draw that many horses.

Arslan is a series with massive army scenes, and the only way to show that scale in a TV series is with CGI. You want a scale that size and want it all drawn, then you need a film's budget. Not even Ufotable with their Unlimited Budget Works can do massive scales like that for a TV series(hell even they resorted to using CGI for a brief shot of a car in one of UBW's episodes). Plain and simply scale = more animators = more budget.

I figured that'd be the case and I did watch Shirobako, but I must have not paid attention to that scene. It does sound familiar though.

Anyways, I understand that would be the case, but more effort needs to be put into the CGIs if possible because most of the time they look horrid. ufotable mixes the CGI very well and it looks great, so they're not the problem here.

Game studios have more staff that can work on CGI so it only makes sense that their CGI is way better. I wish studios could partner up with some of these game studios or something because the CGI in a lot of animes is just terrible and they need help improving in that area.
