I've watched a lot of anime with school girls and it seems almost all of them have their skirts above the knee. I don't know too much about Japan but I went to a catholic school where girls had to wear skirts above the knee and if not they would be punished (not that way).

Imma say fanservice is the reason for this. Then again, I have seen anime with female school uniforms that have skirts below the knee. YuYu Hakusho, for one.

i recently went to japan, and yeah, they wear skirts above the knees and knee high socks. i don't have anything against this. as their uniform is pretty well designed, they have like this great looking blazers... and like... cute neck ties.

even in australia, girls don't really wear stuff below the knees, unless they're prudes or enrolled in religious schools.

Most uniform skirts hit roughly knee length. That said it's not uncommon for girls to roll the waist a few times to get a shorter length. Some schools are extremely strict and teachers will force them to unroll them the moment they notice (a teacher in Sound! Euphonium does this). Other schools are more lax and will let girls get away with a couple of inches. But to my knowledge no school would let the girls wear the skirts as short as they are in anime.

Super long skirts are a throwback to older uniforms from several decades ago (see Strawberry Eggs). For a time, after schools switched to the knee length skirts, a way to show you were a delinquent was to wear the longer length. The trope still pops up from time to time (such as a recent episode of KinMoza).

I don't know much about catholic school, but I have friends who go to private schools and many of them are allowed to wear skirts above the knee, but only by 10cm max. That same rule applies to my school, which is one of the more trashy schools in the county, though nobody actually complies.

However i know that there is a thing in East Asia, though I'm not so sure about Japan or whether it apples to school uniform, but it's seen as inappropriate to have any of your chest exposed, but you can show however much of your legs you like.

It's actually shocking to western people, who are often considered to have looser morals, how much leg these girls can get away with exposing while being seen as perfectly acceptable by the majority of people. Even my generation of girls in my area, who are some of the skankiest lil people I've ever seen, still judge girls whose hotpants or skirts are so short their butts are hanging out. I guess it helps that asian girls still manage to look cute and tomboyish in some of the craziest outfits.

Another reason is that most girls in anime or east asian celebrities are really skinny, so it seems like a longer portion of their legs is being shown, when it's really just less wide, if you get what I mean.

. But yeah, if you look up fashion from any of that trio of east asian countries, you can really see that there's a lot of leg innocently poking out, whereas there's very little chest exposed, if any.

yeah, i agree with this part. when i was in japan, the top part of the uniform is like completely sealed. you can't even see anything below the neck or the shoulder blades.

but the legs are revealing.

My wife went to a moderately conservative secular private high school in Dallas. She's also extremely touchy about excessive fan-service. But when I warned her about a show having absurdly short skirts, her comment was basically "that's actually a fairly realistic depiction; girls will wear them as short as they can possibly get away with."

When I went to Japan I saw school girls in uniforms whose skirt length was knee height and some whose was slightly above the knee. There were also younger women (20's?) who wore really short skirts, but they were not in school uniforms.

It's very true in Japan. Foreign women working in Japan are advised not simply to keep their cleavage covered but the entire upper chest to the collar bone. It feeds back to the anime trope of the scandal a teacher can cause by wearing a low-cut top.

What always drives me crazy is when it is winter in the anime, snowing and obviously cold, and the girls are wearing a warm coat, scarf, cute hat, snow boots... and still have bare legs with their short skirts. I just want to hand those poor girls some fleece tights.

Girls do the same thing in the US. I remember in college it'd be bone cold freezing and I'd be going up to morning class in leggings, sweats, turtleneck, sweatshirt, coat, hat and still be chilly. Yet just outside the building huddled against the cold would be a few women in ultra short skirts with heavy coats getting a final smoke before going inside. Sure they'd be wearing opaque tights but in that kind of cold it's no better than having bare legs.

Plus Japanese women have this idea that it's more important to keep their stomachs warm than the rest of their bodies. I'm not entirely sure what the basis of that belief is but you can find knit torso warmers available for sale in Japan cutely decorated for girls and young women to wear.

As someone who almost never wears pants of any kind and whose legs are, consequently, either bare or tights-covered, I consider a good pair of tights to be a vast improvement in the winter/snow compared to my usual bare legs. So I can't disagree with you that women in the US will wear skirts in the snow. I just almost never see women completely bare legged in the winter like the girls in anime. Maybe on Halloween or NYE.

Yeah short skirts in anime are just fanservice.

I toured 3 schools in Japan when I was in high school and the girls all wore pretty modest skirts, generally with those long sock things. It was still pretty awesome anyways though.

I have a bunch of pictures of me surrounded by huge groups of giggling schoolgirls. Kind of hilarious harem-esque pics. Sadly I was using a disposable camera so I'd have to dig them out and scan them if I ever want to do anything with them. Crazy how long ago it was now that I think about it. Stuff like Azumanga Daioh wasn't even a year old when I went.

It appeals to the male audience.
Just as shirtless bishonen or general fanservicey bishonen appeal to the female audience, short school garments and cute girls appeal to the male audience. Though in my case, both are adorable.
