Because light skin Is a standard in many Asian countries, that's what sells and Japan generally doesn't give a dang about political correctness in regards to such things. If there was a market for more diversity then you'd see that because plenty of studios and creators are fine going for profits. It's a business after all.

If you think anime characters look "western", try seeing what happens when they put a deliberately "American" character in the series.
Like the Principal on Ranma 1/2, who has a square jaw, stock-comic American accent and speaks broken English, despite the fact that he was born in Japan and only moved to Hawaii.

And that's leaving aside fantasy "English/European" girls who are, of course, blonde and blue-eyed like Sailor Venus. (Who also only moved to England from Japan.)

They are not white, they are Japanese, why would they all be black or some other ethnicity? I don't think their target audience is foreigners.

It doesn't really stand out to me unless the setting is an area where you would typically find black people like America or Africa. I found Magi's lack of black or dark skinned character pretty weird for example considering it took place in an African or Middle Eastern inspired region. Liked the anime and manga, but I just found that odd.

A better question is are you really so entitled that you expect the Japanese cater to you? If it really pisses you off so much, draw your own manga with darker skinned characters.

They aren't, you simply assume that anything without specifically distinguishing features is by default representative of yourself (Caucasian). Japanese perceive the default with no specifically race distinguishing features likewise as themselves (Japanese).

This is especially clear when they depict explicitly caucasian characters in anime, they generally look nothing like the normal anime characters who are Japanese. This is especially true of side characters who don't need to be relateable to the Japanese audience like main characters do.

I've never thought they were white. It really depends on the setting. Like "Say I Love You" all the characters are Japanese while in "Attack on Titan" they are all pretty much white with the exception of Mikasa. But if we are talking complete fantasy usually is really doesn't matter unless they say the specific ethnicity.

Let's not overlook the appeal of the exotic too. Give me two pretty women (PLEASE GOD YES!) and one is Asian. I will not reject either, but I'd lean toward the Asian more since that is exotic to my eyes and hence slightly more attractive. I posted the picture below in another similar thread. Fee Carmichael from Planetes. What do you think her race is? (Besides human that is.)
