Well, it's a metaphor.

Think about what a rose is. It's a beautifully flower. It smells great. It can come in many colors. But, flowers are transient. They die. Roses also have thorns, so they can be painful.

Think about what a kiss is and how it can be compared to love. So, what would a kiss from a rose be like? Well, the love being described is both beautiful and intoxicating, but also transient and painful.

At least that's my take on it.

When I first heard the song I thought it was a nice love song, but after carefully listening to the lyrics I think it's about drugs. It's still a good song though.

Not sure if this is fact or not but Seal Song Facts mentioned the song is actually written in tribute to Crosby, Stills and Nash...
http://www.songfacts.com/detail.php?id=3821 .

Another theory out there involves the fact that the piano opening comes directly from Natalie Cole's Our Love and Natalie having a song called Lollipops and Roses (about winning over the girl of your dreams as a teen). That it may actually be a tribute to Natalie or her teachings from the song. Considering later on she worked with Seal and David Foster together I'd say this one is more viable at least in my eyes.
