Birdy the Mighty: Decode.
If you want Code Geass style punches to the emotions (with waayy less characters and complicated plot stuff, though. btw - same writer and director as Akito the Exiled)

And I feel like I don't want to call this unknown because it's recent, but I never hear people bring it up, so I'll say it - Outbreak Company. It's a similar sort of referency-humor as Inou Battle in the Everyday Life, but it has some really great emotional parts too (the hikkikomori episode, I think it's episode 8... yeah, great characters). And given my tastes and who my favorite characters in all of anime are, how could I not love Galius? (see ep 4 eyecatch).

It was one of the first game-changing dubs that was actually better than the original Japanese version without screwing it over or doing a "gag" dub. For years in the early anime community, you could say "I'm gonna die in a Godzilla suit!" or "Sheena, get in the glowing green square" and fans would know EXACTLY what you were talking about.
I daresay we wouldn't have good competent Funi dubs of comedy shows today without Shinesman's bold move.

And while we're in that decade of fandom, ah, if only Dragon Half had had more than two OVA episodes...
