I think a few people have hit the nail on the head at least from what I've observed growing up. People can be jerks and do it for fun, some for control while others because of insecurities that they might have.

As weird as it sounds "all of the above" *points at the 2 pages of posts above. Individuals have their own reasons ranging from compassion (not wanting to hurt another's feelings) to to cruelty (wanting to hurt another's feelings); from vanity (wanting to feel good about themselves) to insecurity (needing to feel good about themselves. Each individual has their own reasons, sometimes they're nice other times they're just downright nasty. By watching the person you're wondering about's actions involving other people it should actually be easy to determine the why.

It's sometimes referred to as "playing hard to get". There's a belief out there that an individual will want someone more if said individual toys with them, and in the case of hard to get, toys with them by either outright ignoring them or teasing them. I have tried playing hard to get but I am actually horrid at it. It gives me more guilt than it does any form of satisfaction, because I feel like I'm being manipulative, y'know?
