The Girl Who Leapt Through Time

It's actually a movie (Not sure if there is or was an anime for it) But it did make me cry, i think its worth the watch. Also Natsume Yujin-Cho is a tearjerker and a lovely show to watch after a long day or so. (Two seasons too!)

Clannad, Anohana and Tokyo Magnitude 8.0 are my three biggest tear-jerking and über-blabbing suggestions

I agree that this is the fastest way to fulfill your crying Anime moment

But in the spirit of suggesting alternative anime I will have to go with - Celestial Method and The World is Still Beautiful. The both have their teary moments.

People already did a good job suggesting anime that might make you cry.

Hope this helps.
