Pokemon is aired on cartoon network so im not sure if its considered a anime or cartoon. Also, The Boondocks has a japanese drawing style, but is made in America and is entirely in english with no japanese sub. What type of shows are these?

Yeah Pokemon is an anime. The original aired in Japan before it came to the west.

As for the Boondocks its just an american cartoon that took inspiration off of anime.

Anything made in japan is an anime, anything outside of japan is not, its as simple as that.

Anime is legit the word used to describe japanimation/ japanese animation, it doesn't matter if it looks like anime, its not anime unless its from Japan,

That's generally how the term is used outside of Japan.

In Japan, "anime" is sometimes used that way, but can be used to describe any animated film or show. This article has a very thorough discussion of the issue:
