Short answer: No.

Long answer: You can't have a legally binding contract with an inanimate object. It doesn't work like that, you need two parties which are consenting adults who can legally sign their names. Also, what would a contract between an inanimate object (picture, pillow, etc) and a person allow? Visitation in a hospital? Already allowed your pillows/pictures in hospital room. Make life/death decisions? A pillow/picture can't speak, so it can not make said decisions. Inherit their wealth? I guess, but as it's an inanimate object it cannot actually do anything with the wealth unless someone also inherits the inanimate object. In which case, the marriage is basically invalid as the second party (the waifu) is treated as property. From a tax standpoint, a waifu (in pillow, picture, etc form) is not a human dependent with physical needs which would be a burden, allowing you to claim it on your taxes. From a legal standpoint, it makes as much sense as marrying a toaster. Now, if a person wants to marry their waifu in some kind of personal ceremony, hats off to their madness - but legally - what's the point?

The problem for western countries is not enough young workers to pay into entitlement programs so with record lows will come a severe standard of living decrease for many pensioners.

Sure it can work, but this is not really the question.

The question is what do you do when your 2D waifu finds you with another 2D girl and divorces you? What will you do when she walks out on you and takes half your Anime collection including all the harem and fan service DVD's with her?

Personally I think the risk is too high myself. At least a 3D girl will likely stick with the cash, car, and maybe the Free! DVD's.

This may sound unreasonable but I believe people can and should be able to marry inanimate objects. As long as they are not harming anyone with their fantasies, why should we try to restrict them? However, these should not be seen as legitimate marriages. Allowing them to be legitimate is bad for public policy. People will take the easy way out and gain benefits for essentially doing nothing. And we want to encourage marriages of couples, not of people and objects.
