Soma-kun from Food Wars always upbeat happy sometimes he looks clueless but then he laughs it off rarely every shows Anger maybe twice out of 17 episodes

We may see Ranma 1/2's Kasumi Tendo concerned, or even surprised (like when she throws the pan in the air when seeing Akane's short hair for the first time), but never angry.

Oyuki on Urusei Yatsura, we did see angry in only one episode, even if she didn't outwardly show it, except for the flying spikes of ice.

Does Nagato Yuki count? Not counting Disappearance and the movie she doesn't really show emotion because she's a Humanoid Interface aka alien

Akari Mizunashi. I literally can't even imagine what she would be like angry. Same with Alicia Florence.

However, those are the obvious answers from me, so for a less obvious answer...

Kasumi Tendo is the correct answer. In fact, an entire chapter of the manga was devoted to poking fun at her unbreakable calm, motherly nature. Her "furious" reaction to a slight the rest of the household considered a major one for her was to simply tap Ranma on the forehead with her finger gently and say "Bad." That's. It.

I'll second Soma from Food Wars. He has moments of frustration and irritation, but he's essentially too positive to get angry or show resentment. He seems to have more than enough confidence in himself than to let other people and situations worry him. Of course, I haven't yet seen or read the entire series, so who knows? One of my favourite characters, to be sure.
