Its fanart, I believe, from "Umineko no Naku Koro ni" aka "When the Seagulls Cry". Its the semi-related sequel to "Higurashi no Naku Koro ni". In my opinion the Anime was so-so, the Manga much better and the original Visual Novel it was based on was one of the best things I have ever had the pleasure of reading. Hope that helps.

The VN might be hard to get ahold of right now but you might be able to find it somewhere. You used to be able to purchase the original format Japanese version at MangaGamer and use the semi-officially supported Witchhunt translation patches to be able to read it in English. They stopped selling it at the same time they stopped selling the original version Higurashi, although they did that because they were working on re releasing Higurashi as an official port of the much upgraded PS3 version of the VN. Maybe they are planning on doing the same with Umineko as they are technically part of the same series and it also has an amazing PS3 port. I can still re download it there because I have it previously purchased but others are out of luck. Wish you luck as this is the best way to experience Umineko by far,

As for the Manga, that's much easier to get a hold of as Yen Press has been releasing Omnibuses for the last year or two and are up to the 10th Omnibus now I think which is just over half way through the series. You can pick those up at Barnes and Nobles or similar bookstore, or they can at least special order them if they are not in stock.

Be careful when purchasing them though as the Spine numbering can be misleading. The series is divided into the 8 "Episodes" that the VN was presented as, and the Spines have two separate numbers on them along with the Episode Name. At the top of the Spine in a red stripe will be a number indicating the volumes overall place in the series which is the order in which you want to read them in, whereas the larger number in the lower portion next to the Episode Title is the volume number for the individual episode, the first 3 episodes have 2 omnibus volumes for instance while the fourth has 3. The Volume you want to read first is Legend of the Golden Witch 1, which will say Umineko Series 1 in the red stripe on the spine. The proper Episode order for the series will be Legend*, Turn*, Banquet*, Alliance*, End*, Dawn*, Requiem*, and Twilight* when the series is completely translated.

*(all are titled "X of the Golden Witch")

Just clarifying all of this as B&N sometimes only has the most recent volumes on their shelves or ones scattered randomly in the middle. Currently you might find the latest volume End of the Golden Witch 1 on the shelves which is actually the 10th volume in the series if you look at the stripe on the spine. Reading this first will have you going wtf? Anyways I can't recommend this series enough. Good luck in getting your hands on it in one form or another.

Woah, woah, woah! I gotta read this manga :o. I recognise the shorter girl from WATAMOTE but haven't checked out the manga, i'm hoping they'll continue with the anime.
