First of all I'm a huge fan of the Raildex series. That being said i'm starting to lose hope for a season three of To aru majutsu no index. I mean are they just busy with other stuff or they think they won't make any money? JC staff is making Heavy Object but not Index III? What are your thoughts on this subject?

I live in hope....maybe they are waiting to have enough additional novels and manga(for railgun) to draw from...

I think they say they wanted to do other stuff before getting back to it. I don't remember where thou.

A this point I just treat it like Spice and wolf. Don't think about it and doesn't hurt.

Index sales on the LN side have been dropping quite a bit since a while.
A best seller series who raised in sale thanks to anime adaptation which is dropping in sale => the editor has a good reason to make another adaptation.
The only problem for a s3 would be "where to stop the s3" though.
That may block quite a bit the s3 due to how the volumes are articulated. 20-21-22 are one arc, 17-18 are one arc as well, and 15-19 are without Touma. 18 ends on a cliffhanger solved with the last 3 volumes arc, too. There's too much volumes to fit everything in a 2 cours but if you try to cut to a correct place, there isn't enough in reverse. Of course, they could choose to cut the story on an earlier place and go for filler/ side stories adaptation to fill the rest of the second cour, so that's not impossible either.

No, spice and wolf is a different problem. It's already finished since a while, so the chances of it getting a third season are almost zero. Especially since a third season would still not go to the end of the story either.

If you're asking where to find the source material Yen Press are publishing both novel and manga versions of Index in English.
Seven Seas Entertainment (gomanga) have been publishing the Railgun manga for quite some time now (it's at volume 10 and past where the anime ended). They've also started publishing A Certain Scientific Accelerator manga which you can preorder the first volume released in October.
