Well, sure. When even the state has failed someone and evidence is abundant that this is what has happened it's easy to make this decision. Still, in the general case the state doesn't fail to provide and thieves fail against the vigilant, so I can't help but feel justified in my "Talk to the government, you're not my fucking problem at this level" approach as a leftist in the general case.

Should I soften my heart? Have I become too cold?

I'll usually give whatever I can.
I always have spare change whenever that happens too because I'd feel terrible if I said no to someone like that tbh

So even in a scenario where I may have the exact amount but is also all I have left, I think I still would.

Especially when they have kids with them..

The limit to my altruism involves holding doors open, helping people out physically if they seem to be struggling with something, and making the occasional donation to charities that I've vetted.

I might pay the woman with kids' bus fare in the op's example if I'm in a good mood and taking the bus myself. My expectations for people begging strangers for money is too low to trust them with money generally.

Think of it like this, how do they look, how do they act, are the kids polite, or are they little shits that the bus should run over, how are they dressed, patterns of speech, smell, shoes they have on....

Everything comes to a point.

I think everyone knows that & that it kinda doesn't matter now because everyone knows that.

People who legitimately wanna scam you will look like what you think a scammer may not look like in the most non-obvious way possible.

The best way to find out if they're trash/scamming you is to hand them food instead of money whenever you see homeless people.

They will react negatively, or probably just wont thank you.

I do that a lot whenever I see homeless people outside of a restaurant I just got out of (because I tend to always have left overs from it).
Most of them say thank you & god bless you & all that stuff.
Only one of them didn't like that & threw it in the trash once I walked away lol

One day, I was getting some snacks and I had no spare change. (Usually, when someone is asking for money, I usually give them a dollar. When I'm driving and some beggar approaches me I give them either a dollar or a small handful of quarters.) Anyway, back on the snacking scene, I had a full $5 in my pocket. I was hesitant to give the approaching beggar that kind of money. Why? Because I know the value of a dollar. I know how much I work for every buck I get. I used to work in a hospital for eight hour straight and couldn't even make $50.

So, I was just going to leave the beggar hanging till he completely kneeled in front of me, pleading to give him something. I was like, in my mind,"no. Please, don't kneel. I'm not an important person to kneel upon. Please pick yourself up." I was thinking that this guy would sacrifice his pride, kneel upon a total stranger, and beg for money.

I caved in. I gave him the whole $5.
After that, I was just wishing the guy use the money properly.

Ah, crap. Forgot the op's question.

Yes, I would give the money to the woman and her kids.
I'll just suck it up and just eat something when I get home. I can at least control my hunger without eating anything for the whole day. So yea. I'll give her the bus fare.
