By "cartoons" are you wanting to include western animation or just Japanese anime?

Edit: As your example is a western show, I will assume you are wanting examples from any country.

Try "The Animals of Farthing Wood", a British & French collaboration from the 90's. It tells the story of a group of animals displaced from their home when their Wood is cut down by developers.

Also "Watership Down" is a good one. It tells the story of a group of rabbits who flee their warren after one of their number has a vision of impending disaster. I prefer the 1978 film but a 3 season TV series was made in 1999 to 2001.

Animaniacs (mostly the Slappy Squirrel bits)

There are a few classics around there U.S. Based...

Animal Farm (a classic that's available pretty much everywhere in the public domain)
Charlotte's Web (another classic)
Plague Dogs (A little dark but really good)
Rikki-tikki-tavi (yes I know I've used the word numerous times but it is truly a classic)

Now for anime...
Sherlock Hound (Similar to the Great Mouse Detective only dogs)
Dog Days (A man swept into a world of dog people)
Nyan Koi (A man who can communicate with cats due to a cat god)
Cat Planet Cuties (Catgirls arrive on Earth)
Kimba the White Lion (The inspiration for the Lion King)
The Eccentric Family (the lead family is a bunch of tanuki and a frog who used to be a tanuki, trying to avoid being eaten by the humans)
