Men like cute things. There no such thing has being overdeveloped ! My female cousin when she was 12 is fucking taller than most men ! Now she like 14 and is taller than most male adults. My sister being 15 has bigger boob and better body than most 25 years old women could ever hope to get. underdeveloped ? What do you mean ? Like flat chested girls ? or being small in size ? Lol ecchi/fan service type anime has been a staple in Japan for ages, a good amount of em never made it to the U.S in the days of videos. But rest assured that it's been around for ages.
