Don't think so.

It all depends on how well-planned it is. Yeah, not preparing at all and attempting to set up a moon colony is obviously a bad idea.

But if there is enough planning, I don't see why it shouldn't be done.

Of course there will be lunar colonies. The Moon is the perfect testing ground for all of the technologies needed to eventually have bases on Mars. And it's right in our backyard: still in deep space, but only a few days away. Unlike Mars, where the timeline for rescue or resupply is months or even years.
