I think a moon colony is the first step before mars as Nasa can get supplies to the colonies of the moon quicker than mars. That way they can learn what works and what doesn't and what needs improvement before making the investment on mars.

A moon colony would be vastly more difficulty than a mars colony. Mars has all the basic necessities to sustain human life inside a habitat.

A more reasonable first step would be industrialization of space via robotic mining ships/factories. We need to be able to provide volatiles and material resources without spending a fortune pushing the raw materials out of Earth's gravity well.

Industrialization is only a few years out. Serious investors are already developing the technology to mine rare earth minerals/volatiles in the asteroid belt.

I have to disagree with your first statement. A moon settlement is much more practical. Should a disaster occur, help will arrive in 72 hours. Should a disaster occur on Mars...good luck settlers!

Afaik, there is nothing worth mining on Mars. But the moon has valuable He-3 deposits for possible fusion applications.
