Foot-speed is determined by power (the function of strength over time) and stride-rate. Both stride-rate and power rely heavily on quick-twitch muscle fibers. It's a rather unfair question as strength alone is nearly useless without being able to apply it quickly while speed already accounts for power.

With ridiculously high levels of strength good power can still be generated without applying it quickly. With ridiculously high stride rates speed can be generated with minimal power. As far as the function of speed goes both can theoretically perform equally. So the speed choice lacks power... strength alone can increase power (though inefficiently) making it the more balanced choice in this case.

Speed, generally. Strength alone often has a downfall of only being useful when you have time to do want you want.

I'll use science to explain why speed is far better.
We know that F=M*A were F is the force an object has, M is the mass the object has, and A is the acceleration or Speed the object has. Force is measured in newtons, Mass in kg, and Acceleration in m/s² or meters per second squared.
So lets assume that all other conditions are the same for this such as gravity, friction, etc.

Lets use the Hulk as the example for strength. He goes from 58.5098 kg Bruce Banner 635.0293 kg Hulk so his mass grows 10.85 times. Mach 10 equals 11,579,728.41 m/s²
Lets use an average human as our baseline
Average human mass is 80 kg and average speed of a human is 44.96507136 m/s².
So now we have numbers to test lets plug them in and see what we have

Lets establish the baseline first:
F=80*44.96507
Force equals 3,597.2056 newtons

Lets do strength now:
F=(80*10.85)*44.96507
Force equals 39,029.68076 newtons

Now lets try speed:
F=80*11,579,728.41
Force equals 926,378,272.8 newtons

The force of a punch from a super speedster is 23735.23 times more forceful then someone with super strength
You would have to have a mass of 20602175.7 kg (257527.19 times more massive then the average human) to create as much force as a super speedster
However with a speed of 487.87 m/s² (roughly 49.4 mph) you could create the same amount of force as someone in the super strength formula

Now for those who want to talk about "POWER"
Power is P=W/T where W=work and T= time
What is work then, work is W=F*s where F= Force and s= displacement (the shortest distance between two points not the distance of the path traveled)
What that means is that the higher the force is< the higher the work will be< the more power there will be, if the time and displacement stay consistent.

Lets also keep in mind that a lot of superheros who have super strength also have super speed and are not all that massive such as Superman who has a mass of 107 kg or Wonder Woman who comes in at 75 kg so they are super strong with out being very massive so the force they create does not come from their super strength but rather from their super speed

When Goku was training with Gohan in the hyperbolic time chamber he said that the big muscles made it hard for him to move fast he may have a great power but what good is it if he cant catch his enemy it takes more then brute strength to win

Fighting people or monsters is always a varying situation. Link from Legend of Zelda wins mostly without using superhuman speed or strength.

...In this case strength would win in a fight. Mach 10 isn't enough to beat someone who could shrug off nukes.

Well, lemme consider the pros and cons:

Super Speed:
+ VERY Useful, you can travel nearly anywhere far faster than any car could
+ Speed in a fight is quite useful too, if you throw 50 punches a second faster than any person can react, then why need super strength?
+ You can theoretically time-travel if you run fast enough, although this is likely far too hard to do.
- It will take some time before you develop the reflexes to not smack into walls when you run.
- At any faster than 50mph you will want a motorbike helmet due to those 50mph+ winds blowing in your face.
- Not the best show-off power given you would be running too fast for people to react, thus, showing off would not be very easy.

Super Strength:
+ Also quite useful, imagine picking up cars with one hand!
+ Unlike speed, you can show off this power cause people can actually see you using the power. Although, see the last con I have to show where this is also a con.
- Super Strength is not invincibility/regeneration, if someone shoots you with a gun, you'll still die, so no super strength is not as useful as you think it is.
- Also, super strength does not mean super bone density (which would be what is required for you to throw any super punch), so, if you throw a punch with super strength, you'll probably shatter your entire arm doing so.
- It will take some some to get used to your strength, before that time you get used to it, you'll probably accidentally smash everything you touch, but then again this is the same with every power.
- Even if you do show off your strength, super strength already is a superpower that is scientifically proven, look at those bodybuilders who lift an entire 500 pounds like it's nothing, it won't impress anyone.

Strength (if the whole body is super strong) with the ability to take damage that is greater than a nuke is a easy win. With enough force i can easily get anywhere extremly fast with a simple leap. If i can shrug off a nuke i most be able to take any damage including landing from tall heights, getting shot at. Depending on the strength i can be like a cross between a powerhouse like younger toguro and the speed of accelerator. Now what would i use for, mostly traveling like super speed.

not really, since superman has both super speed and super strength, while flash only have super speed
some even claim that super man is actually faster.
