Justice, mercy is meaningless unless there is Justice. For too often is mercy misplaced and given to those unworthy of it.

I choose justice. Mercy does not flush out its worth in its complete sense, and it tends to lead to a thought of owing something as result of the act.

Actually, justice must be tempered with mercy, so really you would need both for either to be complete.

"Justice" is a word that conflates "revenge, except society approves so it must be okay" with "morally correct", and I'd rather avoid messing with that.

Mercy is much more widely admired anyway, if only because you have to be very powerful to get the choice "should I be merciful or not?" and "power + mercy" gets the halo effect going past "justice" by itself. Also that means if I get remembered for mercy, I'm powerful while I'm actually alive, which is another plus.
