I would lean towards Human but I don't think it really matters, I still love them regardless of what category they fall into.

I thought the whole idea of a catgirl in the technical sense is that she's part feline, part human, or is a human that tends to behave like a feline. The former tends to be used more often, since "catgirl" characters tend to have tails and ears permenantly attached.
