Not 'probably'. We could even have a Naruto remake out by now if there were no fillers!

Or they could have started on Naruto Gaiden: The Seventh Hokage and the Scarlet Spring sequel Manga that tied into the Boruto movie, which is all canon by the way.

Okay, to be fair, it would kind of look like DBZ Kai or the new Sailor Moon where the pacing is fluid and with it following the Manga pretty well.

With One Piece they do follow the Manga, but at a snail's pace. They also add a lot of still-frames and scenes to stall the episode. An example of this is the 5 minute intro they always do, leaving the episode at about 18-19 minutes.

Out of 732 episode only 98 of that is filler. To be honest that is pretty good for such a long running anime. The first long running filler episodes in one piece start off at episode 123 (or around), and just skip them if you don't want to watch them! To give you an idea, Naruto Shippuden has roughly 205 episodes of filler out of 455 episodes. Now I am including the episodes that contain some cannon, but they are mostly filler. To be honest I also probably screwed up my count along the way too, and it's probably more filler in Naruto than that, same can be said for One Piece. But it would maybe only be 5-10 episodes so, whatever!

There is hardly any filler in one piece - just very dragged out episodes. And compared to the abysmal naruto filler, one piece few filler arcs are actually pretty ok
