I don't know anything about Japanese law but it certainly appears that it was legal for them to organize, prepare a petition, and let their opinion be known, just as that sort of action would be legal in the US (where I'm from.) There is nothing here that suggests an intention to litigate-- to legally force the compliance with their wishes. Instead the intent appears to have been to pressure the decision makers agree to not use the image because it was both the right thing to do out of respect, and because to do otherwise in the face of the criticism could be bad PR.

To be fair, if I was a wizened old pearl diver and some upstart decided to represent me and my friends with that image, I'd be kind of bothered. But it's not an issue that warrants outrage, since it's not being done maliciously. It's being done to help the town. And, in that regard, whatever works isn't stupid. Sort of like if someone decided to represent all Asians with a ridiculous caricature with a straw hat and buck teeth and a braid. I'd be bothered but if it boosts the ailing economy, the better thing to do is to put up with it.

I think the safer route would've been to make the character a cute little girl with a more distinct art style. This one looks kind of generic.

That's just it--
It's hard to say whether they're objecting because it's "explicit", or because it's "2-D anime", which, in the current mainstream Japanese mindset, MAKES it "explicit images of sexist females to tempt the fantasies of horny frustrated teen males".

The fishing town may be a little conservative, but it's a little symptom of a big scarier disease at the moment.

Hey when I went clothes shopping I saw a mannequin that was supposed to be of a guy. Chiseled abs Giant pec's l totally sexualizing the male image. How am I supposed to live up to that? Why am I forced to be that?

More on topic. I didn't read the article but if the women don't like being represented as that then it would be common courtesy to change it to something better. Why not work together to create a image both parties would benefit from?
