Let's say you are mayor of a large city. one half of the city is rich and prosperous and "Safe" with business and jobs and good schools.

the other half of the city is poor with gangs and drugs and no jobs and poor schools.

(1) what do you do to bring the poor side up to par with the rich side?

(2) is it possible to bring the poor side up to par with the rich side?

(3) if the poor side is all white would you be more motivated to improve it than if the poor side were all black?

1.) Why would I want to do that? Keep the smelly poor where they are.

The poor are irrelevant, a mayor should focus on the real threat...

1) The typical; programs, increased law enforcement to help staunch gang violence, etc... I wouldn't intend on focussing on the pipe dream of making everyone rich, because that's impossible.

2) No. Not everyone will be wealthy or stereotypically "peaceful." Hell, not everyone wants to be. It's a two-way street.

3) No. I don't give a damn. Rhetorical races don't affect that it's a crime-ridden area.

1. I wouldn't do anything. It's not the mayor's job to encourage citizens to get an education and find a good job.
2. No, most poor people are that way because of lack of education (or bad choices in education/life). If you're poor are you working as many jobs as you can to put yourself through college? If not, then you are just being lazy. It's not the mayor's job to make people do something.
3. Nothing to do with race. I don't believe it's the mayor's job though to help the poor. His/her job is to plan/budget/build the city and do negotiations with companies to get jobs for citizens, not to specifically help the poor become more successful. That is too big a burden for one person. Mayors don't have that much power to do such a thing and even if they did, again that is not their job, it is just a nice bonus if it happens.

Aside from the typical resource allocation, I'd try and set up events and programs that encouraged each side to interact more with the other in a positive environment. The problem isn't so much that one side is rich and the other poor, but that each sees the other as a different side in the first place. If that boundary was brought down, everyone would have more time to focus on themselves, rather than blaming the faceless people on the other side for their problems.

(1) I don't know the first thing about politics, leadership or social engineering. I guess I might see about trying to have a fair legal system. Give incentives for the rich to help the poor. The rich would have tax breaks for running charities and better political positions for running programs to assist the hungry and needy.

(2) I have no idea. I'd see how my ideas went over and then modify as the situation changed.

(3) I don't think I would.
