So I'm asking it in a new thread. I don't know how to become a fan of an anime series that has no videos yet, such as Ah My Goddess or Baka And Test, there's no button on the info page nor the fans page.

According to the second post in that thread by Bjaker, (one of CR Staff), at that time, the functionality was removed. Along with the Watchlist, and Crunchyland, those are all discontinued features.

There are a bunch of /library pages that the fan system is all tied into, that some people don't want to give up on, because they spent a lot of effort on it in times past, but sites like myanimelist, animenewsnetwork, anime-planet have more maintainers, and there's really no point to duplicate all that essentially same effort anymore.

Some of the library links still work and send you into that system which does list some shows not on CR. Others just direct you back into the current one, because that is their direction now, to only focus on what they currently have to stream. It's not like the "fan" sections under each library object are stored as actual pages, it's part of a program system where they are dynamically generated using data from a database.

They would probably have to spend resources to remove something partial like that, for no useful functional (monetary) gain. Removing parts that would have continued to use up additional storage and database updates and expansion probably was needed though, or the fan functionality could just have been left there, too.

CR is a pretty small company, with only about 50 or so total employees (billing, store, shipping, translating, etc. last I heard, perhaps there are more now, but still small, and programmers probably don't take up a lot of that count. They have to prioritize what gets done that makes the biggest impact for the cost. They aren't going to waste resources on maintaining and or taking down parts the old library system unless it starts costing them money for some reason, or unless their management suddenly has a change of direction.

TL;DR: Whenever you ask "why" to anything, the answer is almost always going to be "because money"...
