That applies to every attractive character that is supposed to appeal to a certain type of gender almost completely physically regardless of whether or not they seem so. One could make the very same point about overly cute girls in anime that most people find "Adorable" so yeah, violent characters aren't the only characters that get liked for that reason in some cases. People in general like characters that look cool and do unrealistic things, that's just the thing about anime, it presents them something new using an attractive character in a cool method. Of course some anime are simply not like that, a character like yuno for example is given that design because if fits her purpose/background/appeal and of course personality in the story, it's not because the author, said "Oh well, let's get a sexy chick to fuck shit up", sure many people like characters solely because they look cool(Which I myself find extremely stupid) but that simply isn't something exclusive to one or two types of characters.

I don't know if this is for everyone, but I think the biggest feature is that they're attractive, and naturally people like attractive characters. If they happen to be sadists (like Yuno) they probably win a lot, and people like it when their favorite characters win a lot.

1. People see someone doing crazy or merciless acts and part of us wonders what could cause a person to behave like that. It's weird and many times exciting.
2. Sometimes that's the character that's driving everyone forward. They're important at least for a time.
3. Personal Favorite. If your ideas of morality were different, or stopped holding you back, or they had the power you lack, it can sometimes reflect what you think you might do.

The reason ugly crazy guys aren't loved is for two reasons. First people are shallow and will immediately dislike ugly people more. The second and more interesting reason is when writers draw a pretty guy as crazy he tends to be colorful and eccentric but when they draw an ugly person as crazy he tends to be just the scum of the Earth with no interesting or redeeming qualities at all.-Metazoxan

That's certainly a frequently used writer's tool. In case of beauty, it let's the audience know where they might want to put a bit more thought into a character. In case of ugly, the author might even paint them a target for ideas and agendas they find detestable. It's not the best reflection real life, but it's effective.

As for Gasai Yuno: She may be a sociopath, but she's seen some extreme circumstances. Society's rules were turned on their head. I refuse to post spoilers too. Her mind might not be fit for society, but she sure loves the crap out of Yuki.

The closet to an mentally ill character for me would be yanderes or the multiple personality characters which pop up from time to time. I imagine the attraction to them is never knowing what they might do next.

For the homicidal characters it usually I could change them into a better person or there willing to hurt anyone but they hesitate to hurt me. I imagine that's how a majority of the stories would go.

Basically it comes down to would you be willing to put up with a love interest that had those problems and can you see a happy ending for yourself if you were to date a person like that. Personally I wouldn't see a happy ending in my future if my lover was Yuno "future diary" or Lucy "elfen lied".

I like messed up characters. I can somehow relate to them by being messed up myself. Not to say I romanticize their mental issues, or their attractiveness, alone, but if I really grow to develop some fondness for their backstory or find myself expanding on them if they're more "minor".... I mean, maybe it's just in my nature, as a messed up person, to prefer the "bad" characters as far as personality goes, but they spice up series that would otherwise not be so interesting... all the same, there are some messed up characters I don't really like at all, so I'm selective.

I always wondered if it's because flaws make for attractive people, since they're more relatable than a character who's perfect or has a problem that wouldn't really be a big deal in anyone's eyes (at least in terms of anime stuff). That, and a bit of abnormality can be seen as exciting. Though, sometimes, or maybe even a lot of the time, I think people limit the attraction to fiction. For example, there's stuff I would enjoy in porn or hentai, but I wouldn't want to engage in it in real life. Take Yuno as an example; a pretty girl who'd be willing to kill for someone they're that obsessively in love is quite arousing in theory (depending on your outlook), but in reality if you asked someone if they wanted a girlfriend like that they'd probably say no. It's different when you're looking at a fictional character on a screen, as opposed to someone who'd be very dangerous like that in real life. As fiction the viewer gets to indulge in all of the perks of that character, without having to worry about any of the negatives being applied. In a way that is indeed a romanticised view, and it's why even if the show didn't romanticise them I think people would still grasp onto that outlook regardless. There's attraction to be found in flaws because it makes a character feel like more than that, and that's attractive to people in its own way.
