For me it comes down to 2 simple questions that to me go hand and hand : how well written is the character and could it exist in real life. I don't mean could the character be real, there are plenty of good characters who are completely fantastical (Ai Emma form "Hell Girl"), but is this character structured like a person, does it have a realistic personality, does it have realistic flaws, could I see myself meeting and interacting with a person like this character for better (Kino from "Kino's Journey"), for worst (Revy from "Black Lagoon", Walter White from "Breaking Bad") or something in the middle (Tatsuhiro Satou from "Welcome To The NHK", Faye Valentine "Cowboy Bebop").

Opinions are always subjective. I think you might get more insight on how to create a good character if you make a list of all of your favorite characters and then analyze each to figure out why you like them and what makes them relatable or memorable :)

In general, a "good character" is someone who is fleshed out well and is memorable but that's pretty vague without giving any details, huh? lol

Some general points you can consider:
What are the character's wants and desires? (this is the most basic thing)
What are the character's fears?
Can the reader connect with the character emotionally? Will they care at all if the character suffers pain or emotional turmoil?
Does the character experience emotional / physical / spiritual growth throughout the story?
How does the character's past affect how they act in the present?
How does the character interact with other people?
Does the character have any idiosynchratic features (i.e. how they talk/walk/move, their posture)?
How does the character view the world and other people?
How does the character react in certain situations?

Also, yes, making a character feel human is a good idea. One of my favorite characters is a talking octopus / Chimera ant so there's a reason why I like him XD
