In anime, do we have to wait for a time skip to finish call it a time skip ?

It depends on the anime.

A time-skip or flash-forward is a literary device to allow an author (or director, in the case of anime) to avoid having to discuss a significant number of less relevant or less interesting details.

In general, then, no, you don't have to wait for the time skip to be completed--because the time skip won't be completed until the show is completed.

The exception is if the anime is a science-fiction anime in which time-travel might reasonably take a part. In that case, what first might appear to be a time-skip or flash-forward, might actually be a time-travel plot-line, and the skipped events might actually be replayed later on; in that case, this wouldn't be a literary time-skip, but a time-travel plot device.
