It depends. Not every anime can be a perfect 10. For me my favorite anime that I like to watch more than once is Outlaw Star. This is the only anime that I had watch more than once

No anime would get a clear 10/10 from me, though I grade based on a scaling system with 10 being favorites that do so much good that what little flaws they have don't matter all that much to me.

Anime that are this high in my book are

Cowboy Bebop
Great Teacher Onizuka
Space Brothers
Baccano
Fate/Zero
Monster
Death Parade.

Of all of them, Baccano is still my favorite though. I enjoy its non-linear style of story-telling, its large cast with no definite protagonist, a setting that is exceptionally rare in anime and jazzy soundtrack. It has action, drama, comedy, romance and horror so it's not limited to a single genre either, also something I love.

Karas
Kannazuki no Miko
AOT
Casshern Sins
DBZ
Samurai 7

They are all just amazing and some of them are criminally underrated.
