i love this! one of my favorite topics! as someone who takes a deep interest in transportation planning, geography, and history, this has been something i've pondered for years!
it is a combination of history and geography. europe developed in a way that the US and Canada did not. hereditary land ownership was not in play in North America when public transportation was being developed the way it did in europe. over the centuries, densely populated trade centers with defined agricultural borders delineated where a population center could take shape. cities in North America generally do not have those confines. if you look on a map, the borders of US and Canadian Cities have mostly straight edged borders where there are no natural boundaries. boston is a notable exception (with good historical reasoning!) even the borders of NYC are angled (oddly from expansion) along the queens/brooklyn Nassau County borders. Bronx and westchester, too. Baltimore is a square around the Chesapeake. Phoenix goes on forever! this makes it more difficult to move people around as efficiently as the geographically centralized European counterparts.. squares vs. spirals!
rapid sub-urbanization and major roadworks of the 1950s also took the impetus off of public transportation in the US. this was not the same in Europe. the geographical boundaries of ancient cities/ city states kept the urban population localized. in the US and Candada, the borders expanded through township incorporation. it was all on the citizens of suburbs to make their own transportation into the city centers for work. as the tax base left the cities, the ability to fund infrastructure was constricted.
this obviously isnt a perfect model, its just a general picture and theory. pay me to research and ill write the book!

Capitalism.

Ever heard of Ford, Chrysler, Chevrolet...oil companies, private companies that own the roads? Those organizations lobby governments to ensure public transportation is as minimal as possible so that their vehicles, oil and roads sell. If you can't make use of public transportation, you're going to have to buy a car. If you get one, you're going to need to pay for fuel to make it run and you're going to drive it over roads that are privately owned.

It sucks because the train doesn't come to my city in Wisconsin. We've been promised passenger rail service for twenty years, but politicians are morons.

How naive, no one system will work for every location. I live in a rural location in the middle of the US and a public transportation system will not work no way no how no matter how much money you throw at it . I am a self employed carpenter and need a large van to carry all the tools of my trade how do you suppose I move these tools on public transportation? How will my wife bring groceries home for our family. Get over yourself and join the real world with the rest of us that have jobs and family to take care of.

Because America treats Chinese badly, the Chinese went home and built the biggest public high-speed railroad ever. And America now has to beg China to come build HSR in California.

Personally I hate using public transportation. It's slower and I can't carry lots of stuff with me when I actually shop.

The only thing I wish I had was long distance transportation for my car on long trips so I didn't have to drive.

Seeing as I along with many people that think the same way as me avoid public transportation it reduces the number of customers it might have.
