If I had to guess, Ryosuke Nakamura (or Yukiko Aikei) thought it would make for a dynamic scene in the OP.

I feel like Max is going to pounce on me.

Naked is a strong word to use in terms of art criticism, it can have connotations related to voyeurism, powerlessness, guilt, shame, transgression, etc.; in this case both nude figures are plain and doll-like without explicit sexual or detailed physical characteristics and are set against a pure white background surrounded by musical notes.

Their behavior is also ambivalent as neither seems aware of the others' physical presence, highlighting that their closeness is more in an emotional rather than physical space. Their eyes are closed further indicating that what we see is not something that is actually seen. They are also carefree, interacting only with their experience of the melody.

The focus is less on a physical state of nakedness and more on an emotional state of freedom, purity, innocence and wonder accomplished through music which is something both characters have in common. It also mimes how Kousei is following Kaori's footsteps to find his way back to that place but while also showing that he does belong there.

You could contrast this with other OPs/EDs where the focus is more on sensuality or explicit sex appeal; or others where the point is more about being vulnerable, weak, frail, defenseless, isolated, alone, or abandoned. In a case where a character is highly guarded being nude could reflect their being in a honest and transparent state with themselves.

And now I'm also reminded of how much I liked KimiUso's OP, lol.
