My only guess would be sales?

I don't know the numbers though, so hard to say for sure.

It looks like it was an original anime, so they would've had to come up with new material not just adapt it. Sales data from that far back is a bit sketchy but it doesn't look like it was a hit, and the prequel manga didn't run very long. My guess would be the 2007 OVA was testing the waters but there wasn't enough support to realistically do more material.

Little surprised, haven't seen it but at the very least it looks appealing.

It was a cheesy show. Great at the beginning, but fell apart towards the end. Still, I would like to see it come back.

First of all, the show is terrible. But more importantly, the main conflict was resolved at the end, and thus there is no need for a sequel and after what happened, I'm not so sure something could come out of it.

Probably because Gonzo went bankrupt. Probably their original properties are in some kind of legal limbo.
I'd certainly watch more Burst Angel, if it ever got made.

Gonzo's above water. They were in a bad spot in 2008-2009 but merged with their parent company and after some restructuring were doing fine going into 2013. This season Ao no Kanata no Four Rhythm is a Gonzo show.

Although that could still be a big factor in their not trying to resurrect an old show with iffy prospects. I'm not sure how they're doing now overall but I doubt they're in a position to go off and conquer the world given their recent sales.

The one thing is did Jo and Sei survive / that could have been an OVA back then but it's too long now!

It's kinda funny because Active Raid has some similiar animation.
