For me it's Mr Barlowe from the 1970's mini-series of Salem's Lot.

Normally, I would just post a nice picture of The Count from Sesame Street. He constantly counts. Just imagine meeting up with that. "One bite mark...ah ah ah...two bite marks....ah ah ah." And then he'd follow you around, counting random things....popping up in your bed to tell you how many times you've farted in your sleep, or muttered some obscenities while sleeping...

But then I found this picture of The Count that blew me away in terms of scariness. The 90s were truly a frightening time.

I'm not sure what is more frightening - The fact that this hairstyle was once so popular that even Countie would want it or that we allowed the disaster of groups like Kid n Play and Kriss Kross to happen,

How about Max Schreck as Count Orlock in the original Nosferatu?

How about Klaus Kinski, in Werner Herzog's 70's color/sound reboot?

(In fact, the idea of the vampire as a charming lothario in a tux and cape didn't really happen until the early 19th century:
The old Eastern European legends depicted the vampire as a the bringer of plague and pestilence, which is why he's depicted as a human rat or bat.
It wasn't until a contemporary of Lord Byron wrote a poem allegorically depicting a vampire as a narcissistic parasitic upper-class-partying libertine that Bram Stoker got his image of Dracula, and...gee, I wonder where the poet got his inspiration from? )

A long time ago I saw a fanfic that depicted Dracula as having a 2nd form. His flesh would melt off and just show his bare bright white skull similar to this:

It creeped me out for years. (+2 points if you know where this is from)
