I would actually say a good bit of each of those. Overall though, a combination of wealth/population. That is inferring that the wealth can be used to start up programs such as education, and provide infrastructure to the nation. That is also going under the assumption that the population would have a way to distribute the initial wealth/form some sort of government system, reproduce, provide education, and solve differences through violence, to weed out the "unnecessary" beings.

Anyway, just my take on it.

Education. If your educated you can make a water wheel, gears, and a transmission to provide mechanical power anywhere in the world. Without the knowledge your doing everything by hand.

Yet most if not all the technology that makes modern society possible has it's origins in the United States of America. AC current, American, Internet, American, Wireless Communication, American, Hell even the standardization of manufacturing protocols is an American invention . And it's military has bar none the most advanced tools to do their job.

I have my issues with the Yanks but their intelligence or capabilities is not one of them.

Countries that deny women education seem to do pretty poorly as that has an effect on any children they have or whether those children even survive
