I bought the Collector's Edition, which is roughly $130 right now on Funimation. It includes a box art and cover of Kaneki and Rize, with an art book containing various sketches done by Sui Ishida, including the end slates at the end of every episode. There are also full drawings of character's in their anime renditions, and a long interview with the anime director. There is a second package that contains profile shots of character's such as Ayato, Uta, Kaneki, etc. The final item is a large fabric poster of Kaneki. The DVDs themselves are both Blu-Ray and Standard Def.

DVDs are automatically uncensored when distributed, as this is the case with all anime.

Tokyo Ghoul Root A has yet to be distributed in America, the first season has only just been released last year.

Keep in mind, the only reason I went this far is because Tokyo Ghoul is my favorite anime, and I had been saving up for this since I saw the first season. I'm not saying you should drop this much money if you don't think it's worth it.
