Before joining Crunchyroll I used [site that shall not be named], and I noticed some anime on [site that shall not be named] is dubbed but some over here are not. I was just wondering why this is.

from what i know the majority of the anime on crunchy roll is subbed but you can find some series that are dubbed on here

Our service is centered around getting the latest titles straight from Japan within a handful of hours of it airing over there. This means that most content will not have a dub. However we have recently added several dubbed titles to our catalog.

When you are using a site that serves up pirated material, they can chose whatever they get their hands on. CR is a legit site that licenses and pays for anime. That means they are limited to what they can actually license (e.g., Funimation isn't likely to license their dubs to a competitor), and what makes economic sense to license.

CR has a number of series that are licensed by Sentai, but Sentai doesn'tt even make dubs of some of those series available via their "sister" company, The Anime Network, so it is no surprise those aren't available to CR, either. That doesn't stop someone from ripping the DVD or Blu-ray that has a dub and then uploading it somewhere that then gives the site you mentioned access to it. Likewise with Funimation or Viz dubs that are created, which those companies will save for their own streaming efforts.
