Can somebody who is fluent at speaking Japanese tell me which translation of this Angel Cop episode is the correct one? (The top or the bottom subs)

I can't speak to specific word choice, but yes the original Angel Cop was anti-Semitic and featured an invisible cabal of rich Jews trying to buy part of Japan to turn into a nuclear dumping ground that'd basically destroy the country.

Anti-Semitism has a somewhat strange history in Japan, and Angel Cop was written at a time where interest in crackpot international conspiracy theories coincided with economic uncertainty and a more general dislike of the US, or at least our government and business (even today we're usually villains and/or douchebags, as seen in Ajin, Ghost in the Shell, Zankyou no Terror, etc.). So in this particular case rich Jews taking over the world were the cartoon villains.

The official subs and dub tracks replaced the anti-Semitism with US big corporate business. In general Angel Cop is a nationalistic cantankerous shitpile of PROUD JAPAN AGAINST THE EVIL WEST but it's a cheesy fun watch.

I don't speak Japanese either, but it seems pretty clear just from the language, grammar, and idioms that the top translation is extremely literal... but it is riddled with English grammatical errors and uses analogies that no actual English speaker would actually use.

In the bottom translation the translators made a lot of effort to get across the spirit of the dialogue, while putting the dialogue into modern American English. (Using American curse words, for instance.)

Neither one is "correct"--both are legitimate styles of translation (although at least one of them had a typo at one point, in that at one point one used the number 20,000 where the other used the number 2,000). The top one will give you a better sense of what the characters are saying in Japanese, and is more useful if you wanted to use this to, say, help learn the language. The bottom one will better suck you into the story of the show, if you speak American English but not Japanese. Both have their uses.

Also, wow... Insomnist was right that that is one of the most antisemitic things I've seen...
