Simple! Just make one rule that everyone, in the world, has to follow.

... And keep appropriate....

Example!

For me....

I would require people to spend one hour outdoors, that is a mile away for where they live.

Henceforth, every acting President of the United States of America shall only be referred to by their new full title -- "Grand Fucktard." No pronouns either.

If I am allowed an addendum, I would stipulate that those of the gubernatorial persuasion be referred to as "Lesser Fucktards" where there is no confusion, or where the specific state is concerned, "The Lesser Fucktard of ______." Senators shall be titled "Passerby C" and all members of the House of Representatives lose all their titles in totality. Even their names. Their presence or importance to the conversation can only be implied. They get their names back when they leave office.

At best, my program will lessen the public's ability to take officials seriously and deter those seeking office for power or influence. At worst (and unfortunately, most likely), we'll all get a laugh out of it for a little while, until we get used to it and nothing seems strange about calling the leader of the free world, the "Grand Fucktard."
