His whole thing is out-scheming everyone else in the universe.
He is weak, weird, sad, and crazy, but somehow he will trick you, and you will die.
I mean, the guy defeated the devil. Like, the devil.

I love Baelish, and ASOIAF is my favourite series ever, but if The Doctor appeared in Westeros in his little blue box, Petyr would look confused and incompetent by comparison. He'd just kind of come in, take control, and dominate everyone's plans and ideas. Sure, he'd probably get captured and threatened with decapitation first, but it'd work out in the end. Somehow. Probably.
