Does it matter. I mean it's going to your ass one way or another.

Over. Always over for me seeing that it's much easier to get it that way.

If you have an in-wall recessed holder, when you try to get paper off a new double-roll, with waterfall, you can only get one square at a time because it tears due to resistance against the bottom and back, until you reduce the size of the roll (and that takes a long time one square at a time). If you mount it underhand instead, the force you use to pull out and up relieves that resistance and allows you to get as much as you need. Also, with waterfall, once the roll is down to a size that can finally roll freely, a cat can unroll the whole thing. With underhand, that can't happen.

I just kinda pop it into the holder without looking. It doesn't really matter to me.

That would work on me too i hate it resting under it's the lazy way to hang a loo roll that or leave it by the loo and not actually hang it up.
