I don't think it would be, though it would probably be sagacious to make the cat's cybernetic body to specifications a cat would be used to. Making it human-like would risk making for an incredibly miserable experience even if the cat would otherwise appreciate gaining the capacity for speech, enhanced reasoning abilities, and any other benefits it might enjoy. Cats don't stress their senses in the same combination we do, for example.

Highly dependant on that cats well being. I would say most cases of what the ethical right thing to do depends on the situation of said being or object.

we don't know the cognitive potential of a cat's brain and I doubt it has the capacity for language, so even if we successfully transplanted the brain into a capable body for human speech it'll probably just learn a few words and phrases but not much at all.
